Transforming an Urban Infill Site into Affordable Housing

Mariposa Lily brings affordable and permanent supportive housing to the Pico Union district of Los Angeles, addressing critical housing needs within a dense urban neighborhood. Developed under the Transit Oriented Communities (TOC) ordinance adopted by the city in 2017, the project provides 100% affordable housing, with half of its 41 units dedicated to permanent supportive housing for individuals and families transitioning out of homelessness.

Mariposa Lily brings affordable and permanent supportive housing to the Pico Union district of Los Angeles, addressing critical housing needs within a dense urban neighborhood. Developed under the Transit Oriented Communities (TOC) ordinance adopted by the city in 2017, the project provides 100% affordable housing, with half of its 41 units dedicated to permanent supportive housing for individuals and families transitioning out of homelessness.

HED’s design team started with a vacant lot and transformed it into a seven-story Art Deco–inspired community that balances density with livability. Organized with five levels of residential apartments above a ground floor entry level, the building also includes vehicular and bicycle parking, management offices, and resident support spaces. The design takes advantage of the sloping site to screen parking at grade while creating a secure, outdoor patio near the entry providing both functionality and a sense of welcome.

Above the residential levels, a partial top floor offers shared amenities that strengthen community and improve quality of life. Residents have access to a fitness room, community laundry, and flexible common spaces, along with a manager’s apartment for on-site support. Exterior gathering areas and garden space at the upper level bring fresh air and views into daily life, encouraging connection and wellness.

Inside the apartments, design choices prioritize dignity and comfort. Unit sizes range from studios to three-bedroom, two-bath family layouts, each with a full-size kitchen, living room, and dining room. Private balconies extend every unit outdoors, offering fresh air and personal space even in the midst of a dense neighborhood. These features turn functional “housing” into true “homes,” supporting residents with stability and pride.

The building’s Art Deco–inspired architecture reflects familiar neighborhood aesthetics, reinforcing the residential identity of Pico Union while contributing to its evolving urban fabric. Clear forms, organized massing, and a recognizable façade provide character without sacrificing density. By blending context-sensitive design with affordable housing goals, Mariposa Lily demonstrates how new infill development can both complement and elevate its surroundings.

At its heart, the project exemplifies the belief that affordable housing should be more than basic shelter. It should foster dignity, connection, and opportunity. Through careful site planning, livable unit design, and shared community amenities, Mariposa Lily expands density responsibly while protecting residents’ quality of life.

For Pico Union, this project represents more than the addition of 41 units. It contributes to the stability and vitality of the neighborhood, advancing the City of Los Angeles’ broader housing goals while creating a place that residents are proud to call home.
