Creating Supportive Housing for Veterans
For veterans facing housing insecurity, Otto Square provides a safe, supportive community designed specifically for their needs. Developed by the Housing Authority of Cook County (HACC) in partnership with the City of Chicago Heights, and designed by HED, the new four-story, 82-unit residence is the first development to emerge from the Choice Neighborhoods planning initiative.
Inside, the project is tailored to the unique needs of veterans. Calm color palettes, enhanced acoustic treatments, and open-plan layouts create an atmosphere of visibility and tranquility, minimizing hidden corners and promoting a sense of safety. Common spaces are carefully planned to encourage interaction, while still allowing for quiet reflection. Units are designed with dignity and comfort in mind, reinforcing the idea of home as a sanctuary.
Amenities extend this supportive environment. Otto Square includes exercise facilities, offices, and meeting rooms that enable residents to access resources and build community. Recognizing the important role of service animals, the building features dedicated entries and activity areas for them, both indoors and outdoors. These unique spaces acknowledge service animals as part of the household and reflect the holistic approach to resident wellbeing.
Beyond the walls of the building, Otto Square contributes to the revitalization of Chicago Heights. By placing veteran-exclusive housing within the city’s emerging mixed-use district, the development helps activate downtown streetscapes, reinforcing walkability and encouraging connections between residents and local businesses.
Sustainability was also a guiding principle. The project meets Green Communities Criteria and is making the building both energy efficient and healthy for its residents. Features such as improved indoor air quality, natural daylighting, and durable, low-toxicity materials align environmental responsibility with long-term affordability.
Together, HACC, the City of Chicago Heights, and HED have created a distinctive refuge for veterans that blends housing, community, and revitalization. For veterans, it offers a chance to live with honor and dignity in a supportive environment. For Chicago Heights, it sets a precedent for housing that is both socially responsive and community-centered, contributing to a stronger, more connected city.
