Transforming Celina’s Historic Core into a Connected Civic Workplace
The City of Celina sought to modernize several municipal facilities while preserving the historic character that anchors its growing downtown. With City Hall, the City Hall Annex, and the Economic Development Corporation Building all in need of renovation, community leaders set out to create civic workplaces that support contemporary service delivery and welcome residents with a sense of openness and authenticity. As Lead Architect, HED guided this effort, shaping a cohesive vision across buildings that together form the heart of local government.
The project’s complexity stemmed from the varied conditions of the facilities, their historic context, and the City’s desire to introduce greater flexibility and collaboration across departments. The 1922 church that would become the new council chamber presented both an architectural challenge and a rare opportunity. Working within its historic envelope required thoughtful design moves that respected its legacy while creating a state-of-the-art setting for civic dialogue. Similar care was taken across the other facilities, each of which demanded upgrades to support evolving departmental needs.
HED’s design response focused on creating comfortable, connected, and daylight-rich work environments that reflect Celina’s welcoming civic identity. Throughout all three buildings, natural light and open spatial planning shaped interiors that feel warm, functional, and visually honest. The reconfiguration of the Economic Development Corporation Building introduced flexible meeting space at the front of the building, giving staff and visitors a more engaging and adaptable setting for economic development activities. A redesigned second level created a new home for the parks department, allowing that team to work together in a space positioned for future growth.
At the City Hall Annex, the council chambers and development services offices were reimagined to better support public interaction and staff workflow. The renewed council chamber balances formality with accessibility, offering a space that honors civic tradition while supporting modern technology and engagement.
One of the project’s most defining features is the new elevator tower for the historic church building. Accessibility requirements provided the opening to create a tower that responds to the building’s architecture while introducing a prominent landmark element. Designed as a clock tower, the structure extends the building’s presence in the community and reinforces its role as a civic anchor.
Collaboration with City leadership throughout the process shaped solutions that reflect local priorities and preserve cherished structures. The result is a connected family of renovated facilities that bring staff and community members together in smarter, more functional ways. Each building contributes to a larger civic landscape that supports efficient municipal operations, honors Celina’s heritage, and strengthens the relationship between residents and their government.
Through thoughtful design, strategic renovation, and a commitment to authenticity, the City of Celina now has municipal workplaces that match its momentum and serve as lasting community assets.
