Advancing a Community-Centered Downtown Vision in Livonia
The Livonia City Center master plan builds on the City’s long-standing vision to establish a true downtown, one that reflects community identity while supporting long-term economic growth. Rooted in the aspirations of the Vision 21 Master Plan, this effort responds to a familiar challenge for many suburban communities, how to transform dispersed civic and commercial assets into a cohesive, walkable destination. The City sought a clear, actionable framework that could attract developer interest while setting the stage for implementation across a 71.6-acre site in Livonia, Michigan.
As Master Planner, HED guided the creation of a preferred concept plan that translates vision into a tangible path forward. Working in close collaboration with City leadership, the team shaped a dynamic, community-centered environment that prioritizes quality, diversity, and vibrancy. The plan organizes a mix of uses and experiences into a connected urban fabric, where residents and visitors can move between civic spaces, housing, retail, and daily services. This approach reflects HED’s commitment to thoughtful, integrated design, aligning disciplines and perspectives early to build clarity and momentum from the outset.
At the core of the master plan is a focus on livability and connection. Diverse housing options introduce a range of living opportunities that support a multigenerational community. Ground-floor retail emphasizes Livonia-based businesses, reinforcing local identity while activating streetscapes. Walkability becomes a defining feature, with pedestrian-friendly routes that link key destinations and encourage exploration. Public spaces are positioned as social anchors, offering places to gather, linger, and participate in community life.
The plan unfolds through a thoughtful four-phase implementation strategy, allowing the City to build momentum over time while maintaining flexibility. Each phase introduces distinct yet complementary elements, from civic destinations and mixed-use development to open space networks and programmed activity zones. Strategic proximity between uses strengthens daily convenience and supports a vibrant, active environment throughout the day and evening.
