Advancing Downtown Pontiac Through Integrated Redevelopment

The re-envisioning of 31 East Judson marks a pivotal step in Oakland County’s broader commitment to revitalizing downtown Pontiac, Michigan. At the heart of this effort is a strategic consolidation, bringing 700 county employees from dispersed locations into a single, centralized workplace. This move reflects more than operational efficiency. It signals a long-term investment in the city’s economic health, civic identity, and daily vitality. Paired with planned adjacent development, including housing, retail, urban parkland, and parking, the project sets the foundation for a more connected and accessible downtown environment that supports both public servants and the wider community.

HED partnered with Oakland County and Design Workshop to lead an expansive urban planning and redevelopment effort across the 10.4-acre site. From the outset, the team approached the project through an integrated design lens, aligning architecture, engineering, and planning disciplines in a shared process. Early engagement included collaborative stakeholder workshops, detailed facility assessments, and iterative programming exercises. These conversations informed concept development, test fits, and cost modeling, creating clarity and momentum before design and renovation began. This unified approach allowed decisions to be explored and refined in real time, strengthening alignment between vision, feasibility, and long-term value.

The design response positions the existing 220,000-square-foot building as a catalytic anchor within a larger urban framework. Rather than treating the building in isolation, the plan considers how it contributes to a broader ecosystem of public and private activity. The consolidation of employees introduces consistent daily use, supporting nearby businesses and activating surrounding streetscapes. At the same time, the integration of open space and mixed-use elements invites the public into the district, shaping a more inclusive and engaging urban experience.

Key features of the project extend beyond the building envelope. The planning effort carefully considers circulation, access, and connectivity across the site, linking workplace environments with outdoor spaces and future development parcels. The inclusion of urban parkland introduces opportunities for respite and informal gathering, while adjacent residential and retail components add layers of activity throughout the day. Inside the building, the renovation strategy focuses on creating a more cohesive and functional workplace, tailored to the needs of a modern public workforce.

This project demonstrates how thoughtful planning and integrated design can elevate a single building into a driver of broader transformation. By aligning disciplines early and grounding decisions in shared goals, HED helped Oakland County move forward with confidence and clarity. The result is a redevelopment strategy that strengthens civic infrastructure, supports economic growth, and reinforces Pontiac’s identity as a place of opportunity and connection.
